Vicky Lee Mincey, 59, of Panama City Beach, passed away Thursday, August 23, 2012 in her home. She was born May 19, 1953 in Germany toTSgt. Walter, Sr. and Phyllis Palmer. She is survived by her husband, Edward Earl Mincey; three children, Adam Wayne Mincey of Panama City, Melissa Louann (Jason) Myers of Wetumpka, AL, Steven Edward Mincey of Panama City; one sister, Angela Bensley of Ft. Walton Beach, FL, and one brother, Walter (Kathy) Palmer of Los Angeles, CA, three step-brothers, Charles (Loretta) Ramm of Crestview, FL, Paul (Sharon) Ramm of Gautier, MS, Andrew (Brenda) Ramm of Moss Point, MS, two step-sisters, Susan Ramm of Aurora, CO, and Cora (Ken) Allen of Vancleave, MS. Two grandchildren, Benjamin Tarbox and Jakob Steven Mincey of Atlanta, GA, and numerous nieces and nephews.

She had been employed in the Bay County area since 1974, with her last position being at the State of Florda Probation and Parole Office.

Funeral services will be held at 5 p.m. on Sunday in the Wilson Funeral Home Chapel with Rev. Mike Young officiating. The family will receive friends at the funeral home on Saturday from 6 - 8 p.m.
