Shirley Helen Ann Powell, 92, of Panama City Beach, passed away on March 16, 2023. She was born December 28, 1930 in Waterford, N.Y. She was preceded in death by her husband, Harry E. Powell and a daughter Joan Powell. She is survived by two daughters, Christine Hollaway and Lynn Cummings.
