Obituary

Roberta Louise Blackwell Brock Rosser, better known as Billie, passed away peacefully on December 31, 2020, at the age of 85. She was born December 4, 1935 at Lisenby Hospital in Panama City to William Robert and Myrthel Blackwell. Billie's father was killed in an accident in June of 1935, 6 months before she was born. Billie graduated from Bay High School. She later married her high school sweetheart, Kenneth Brock on August 31, 1952. They then moved to Birmingham, Alabama. After a few years, they moved back to Panama City. Kenneth decided to purchase a Gulf service station, (Brock's Gulf, located at 15 th and Lisenby) where Billie did the books for many years. Billie went on to work for Harrison Photo Chrome, and later was a truant officer for Bay District Schools. After the death of Kenneth, Billie finished her term with the Bay District School Board. Billie also volunteered at Bay Medical Center as a "Pink Lady" and spent many years lending a helping hand. She was a lifelong member of the Church of Jesus Christ of Latter-Day Saints. Her passion was helping members of the church and friends with genealogy. She loved to crochet and gave her dish rags to her friends and family. Her greatest joy was her grandchildren.

After the death of her sweetheart, she later married Charles Rosser (1989), and gained two more children, Paula Fryou (Chris), Mark Rosser (Sally). She enjoyed traveling around the country with Charles in their RV with their friends in the Shriners' Road Runners club.

Billie is preceded in death by her husband, Kenneth Brooks Brock; second husband, Charles A. Rosser and son, Johnny Lee Brock. Billie leaves behind a son, Kenneth D. Brock (Brenda); daughter, Tanis D. Knight (Steve); daughter-in-law, Judith A. Brock; children, Paula Fryou (Chris) and Mark Rosser (Sally); eighteen grandchildren, 40 great grandchildren plus two on the way and two great-great grandchildren.

Visitation will be Thursday, January 7 th from 6-8 pm at Wilson's Funeral Home located at 214 Airport Road in Panama City. Funeral services will be held on Friday, January 8 th at 10:00 am at Wilson Funeral Home. Burial will follow in the Millville Cemetery.  Active pallbearers will be Johnny Brock Jr., Justin Brock, Jacob Brock, Joe Brock, Josh Brock, Jason Brock, Kiel Knight and Kendall Gilpin.
