Raymond Walter Wagner, 78, of Panama City passed away at home on August 6, 2014. He was born on October 10, 1935 in Rochester, New York. He was a graduate of Bay High School. After graduation he attended FSU, where he received a B.S. Degree in Geology. Ray served in the U.S. Army for 2 years Active Duty and 5 years Reserve. He was the owner and operator of R.W. Wagner General Contractor, since 1967. He served as Bay County Commissioner from 1975 – 1982. He is survived by the mother of his four children, Nancy Harn-Wagner; children, Celeste Schlesinger, Gregory W. Wagner, Rene' E. Wagner, Rachelle Wagner Androwski; two grandchildren; brother and wife, Richard and Joanna Wagner; and three nephews, William Wagner, Norman Wagner and Jeffrey Wagner. A Celebration of Life will be held on Saturday, Sept 6, 2014, 10 a.m. to 12 noon at Wilson Funeral Home.
