Randy Jay Windham, 63, of Panama City, passed away peacefully on Sunday, May 10, 2026. He was born on May 31, 1962, in Panama City, Florida.

Randy was a devoted FSU football fan who spent many Saturdays on the sidelines cheering on his Seminoles. He dedicated his career to public service as a State of Florida Probation Officer beginning in 1989, serving both Nassau and Bay Counties with steadfast commitment.

He was deeply rooted in his community. Randy was a longtime member of the Ira Lindsey Masonic Lodge and an active member of the Panama City Jaycees, where he served as Chapter President in 1993. After receiving a Senatorship from his local chapter in 1998, he continued his service through the Florida JCI Senate, ultimately becoming its 40th President. Since 1990, he also served on the Board of Tender Loving Care in Panama City, offering guidance, compassion, and leadership for more than three decades.

Of all his accomplishments, Randy was proudest of being a father to his two sons. His quiet strength, generous spirit, and unwavering dedication touched countless lives.

Randy was preceded in death by his father, JT Windham, and his sister, Vicki Fretz. He is survived by his sons, Jacob Windham and Ethan Windham; his mother, Lucille Davis Windham; his niece, Stephanie Railey (Brian); and his nephews, Shane Breedlove (Laura) and Travis Breedlove (Mary Jo).

Funeral services will be held on Thursday, May 14, 2026, at 1 p.m. at the Wilson Funeral Home Chapel. The family will receive friends from 12 p.m. to 1 p.m. prior to the service. Interment will follow at Evergreen Memorial Gardens, where Masonic Rites will be conducted at the graveside. The family has requested that those in attendance to please not wear a suit.

In lieu of flowers, the family requests that memorial donations be made to Tender Loving Care, 1241 North East Ave., Panama City, FL 32401, in memory of Randy Windham.
