Joseph Williamson Horn, Jr., beloved son, husband, father, and grandfather passed away April 2, 2026. He was 87. Joe was born on December 11, 1938, to Joseph Williamson Horn, Sr. and Ida Marie Dowling Horn. He attended Carroll High School in Ozark, Alabama, where he was Beta Club president, played French horn in the band, and earned the rank of Eagle Scout. Joe attended API (Auburn University), earning a Bachelor’s degree in Electrical and Electronic Engineering, where he also was a member of Kappa Sigma fraternity, the Auburn marching band, and Eta Kappa Nu honor society. Joe married the love of his life, Martha Ann Andrews of Auburn, Alabama. He built their family home on the canal in the Pretty Bayou area, Panama City, Florida. They raised three wonderful daughters. Employed by the Naval Surface Warfare Center Panama City Division, Joe completed US Navy Diving School and worked as an underwater vehicle systems engineer, with expertise in designing a handheld sonar for mine detection used by Navy SEALs. A dedicated husband and father, Joe enjoyed many activities, including church, boating, sailing, scuba diving, traveling, reunions, musical and dance performances, and Auburn football — War Eagle! Joe enjoyed hosting parties and being with friends. He was a member of First United Methodist Church of Panama City, where he sang in the choir, and was a member of the Asbury Sunday School class. Heavily involved in public service, he served as president of the Bay County Schools Football Association, the local Institute of Electrical and Electronic Engineers, the local Auburn Alumni Association, and the Regency Towers Condominium Owners Association. He was a Jaycee and a member of the St. Andrews Bay Yacht Club, the Panama City Community Band, and the Panama City Music Association. Joe was preceded in death by his parents, Joseph Williamson Horn, Sr. and Ida Marie Dowling Horn; his in-laws, Olin N. and Alice Mignon Mallette Andrews; a sister-in-law, Gayleen Faudrée Andrews; and a nephew, Olin N. Andrews, III. He is survived by his beloved wife, Martha Ann Andrews Horn, his daughters: Lucy Ann Robertson (Noel Lee), Marie Mignon Harvey (Gordon Earl), and Joanna Blackburn (Corey Glen). He is also survived by his grandchildren, who made his eyes sparkle when he was called “PaPa,” Twila Grace Robertson, Noel Joseph Robertson, Preston Stewart Harvey, Hudson Andrews Harvey, Jonathan Glen Blackburn, Katherine (Kate) Marie Blackburn, and Ian Williamson Blackburn, his brother-in-law, Olin N. Andrews, Jr., niece, Terri Brant (Greg), and nephew, William Andrews (Cindy). Funeral Services will be held at First United Methodist Church of Panama City, Florida on Saturday, April 11, 2026. Visitation will be at 9:00AM. The service begins at 10:00AM. Interment will follow at Claybank Church Cemetery, 1828 East Andrews Avenue, Ozark, Alabama, at 3:00PM. Serving as pallbearers are his grandsons and his nephew. Honorary Pallbearers are his granddaughters. The family wishes to thank Joe Horn’s caregiver, Malinda Sain, Emerald Coast Hospice Care, and The Blake.
