James Roy Blue, 75, of Panama City, passed away on Monday, December 5, 2016.  He was born on July 15, 1941 in New Orleans, Louisiana.  He graduated from Bay High School in 1959.  He was preceded in death by his father James Kelmer Blue and his mother, Gladys Blue.  James is survived by wife, Arlene Mae Carter; daughter, Linda Marie Phillips; two grandchildren, Brandy Kuczenski (Mark); Jeremy Phillips and two great grandchildren, Nathan Kuczenski and Abigail Kuczenski.  Memorial services will be held on Monday, December 12, 2016 at 11 a.m. in the St. Dominic's Catholic Church.  The family wishes to thank Wilson Funeral Home and St. Dominic's Catholic Church.
