Mabel "Frances" Cook Spencer Neel, 91, of Lynn Haven, FL passed away on Wednesday April 24, 2019. She was born December 26, 1927 in Panama City and had been a lifelong resident of the area. She attended Panama Grammar and graduated from Bay High School. Frances was a retired Secretary for the City of Panama City. She was preceded in death by her first husband, Roger Spencer; her second husband, Jim Neel; her father, Emmett Leroy Cook; her mother, Flora Estelle Powell Cook; one brother, Buford Cook; four sisters, Myrtle Stacks, Hazel Campbell, Sybil Taylor and Pauline Olek. She is survived by three children, Shirley Spencer Moody (Bill), Roger Spencer (Beth), David Spencer; five grandchildren, Michelle Thayer, Taylor Spencer, Alexandria Anne Brown (Garrett), Nathan Spencer, Dailen Spencer; one great grandson, Evan Thayer and numerous nieces and nephews. Graveside services will be held on Sunday April 28, 2019 at 3 pm at Evergreen Memorial Gardens with Rev. Craig Brannon officiating. The family will receive friends at Wilson Funeral Home on Sunday from 1:30-2:30 pm prior to the service. We would like to thank her caring physicians, Dr. Rush Akin, Dr. Tom Maner, Dr. Keith Zwingelberg, Dr. Alex Jones and her caregivers, Brenda Hernandez, Fayon Allen, and Julie Livingston for their excellent care and compassion.
