Frances Windsor Burgess, 96, passed away October 19, 2019 in Birmingham, Alabama. She was born on July 6, 1923 in Phenix City, AL.
Frances, Ralph and their daughter, Kelli, moved to Panama City, FL from Lubbock, TX in 1964. Ralph and Frances were both beloved members of the community. She retired from the Bay County Building Department in 1994 where she served as the Bay County License Coordinator.
Frances loved entertaining and being entertained. She enjoyed playing cards, dominoes, and any other games that got her group of friends together. She was a member of the Woman's Club of Panama City, FL; Bay Medical Sacred Heart Auxiliary where she loyally served from 1995 – 2014; the Red Hat Society; Former Ambassador for People's First Bank; Lilly Pennington Sunday School at First United Methodist Church; and the United Methodist Women.
She was preceded in death by her loving husband, J. Ralph Burgess - 1996; and her grandson, Matthew Sean Harfield – 2014. Also, her sister, Clara Noell and brother, Lamar Windsor preceded her in death.
Frances is survived by her daughter, Kelli Burgess Montali and her husband, Michael of Birmingham, Alabama; 2 very much-loved grandsons, Ryan Harfield of Little Rock, Arkansas, John Harfield and his wife, Lauren, of Charleston, SC; a precious great-grandson, Gordon Barrett Harfield of Charleston, SC; and several well-loved cousins, nieces and nephews.
The family will receive friends at the funeral home on Thursday from 2 to 4 p.m.
